I have a drag and drop interaction. I do not want to the learner to be able to see the next button (and thus proceed) until all of the items haven been placed in the correct place. Is this possible?
I don't believe there is a way to hide the Next button ... However, you can include conditions that ensure the Next button only functions (as you'd like it to, e.g. goes to slide X) when the conditions of your variable(s) are met.
I'm not in front of SL right now, so can't do a mock-up. This article should help you though.

You can disable it using a condition, but you cannot make it invisible
