there are a few ways to do this and it's hard to say without seeing your setup - feel free to upload the .story file if you need more help.
In this sample I have hidden the next button when timeline starts on base layer - clicked two buttons to go to two layers - hide layers when timeline ends on the layers - then trigger to change state of next button to normal when timeline ends on base layer.
You could use variable if the above doesn't work for you.

are the layers accessed in a specific order?
how does the user close the layer to continue on or return to base layer
no the layers are randomly selected by the buttons.
return to base layer at end of time line
