I don't think Storyline necessarily restricts the number of videos you can place on a slide because Storyline does such a good job of compressing, and I think you'd probably run into practicality issues before technical issues. Like, for instance, if you had more than three videos on a slide, the videos would need to be so small that they would approach being unwatchable. There are a couple threads discussing multiple videos here and here that you may find interesting, including using placeholders for the videos on one slide, then launching the individual videos in lightbox slides. It's pretty cool
