While you can do some fun interactions and some animations in Storyline that can match the style you are going for, you won't be able to simulate the animations in that video.
You could achieve this in Adobe Flash or After Effects.
Building a complete animated movie like the copyrighted material presented on YouTube should elicit several questions: ( there are more but I have shortened the list)
What program is best for this type of development?
What is the target platform? (iPad, iPhone, PC, Browser only) Remember the Articulate player leaves much to be desired.
Are these segments of the video to be used in LMS? Tracked?
Do I have the permissions to create material that closely matches copyrighted materials? (This is a complete topic itself.)
While I disagree with Jerson about creating the animations in Storyline, you could do many of them, the overall question is why? It would take more time to do it this way than say in Flash or After Effects as Jerson stated. But another program that outputs HTML5 animations: Adobe Edge Animate which can be brought into a storyline page. But still the question is why?
