Hi, is there any way I can publish my SCORM offline without having the users/ students access it via the Mobile Player, yet I would still be able to track their progress?
The only option for mobile deployment and using it offline would be to use the Mobile player, But since if you're needing to track the content and use it in the mobile player, you'd likely need to publish for Tin Can - which does not support offline viewing.

My idea is this: I would publish a Storyline Quiz through our LMS (Moodle), this quiz should be available offline in case a student tinkers with his iPad without an internet connection, in lieu with this, we would be interested of the results this student has achieved aftering answering the aforementioned quiz. Is it even possible? Or are there any ways available for such situations?
As Phil mentioned, no way to do this out of the box - but hopefully other community members will share what they've done in similar situations to help you have some additional ideas.

The mobile player does do mobile tracking at the moment

If you need tracking capabilities, you'd want to host the courses in Articulate Online or an LMS.
There maybe some community members who have other suggestions, but for tracking we recommend using one of the above.

There is no way to do this out of the box, the Mobile player is the only way to do this offline and it will not track.

A learning management system (LMS) is still the way to go if you want to track Storyline quiz results, as there is no way to track results offline.
