Files with an extension of *.~story are temporary files. Generally, you won't see these files, but temporary files of this type may be left behind when you're working on a network drive. Note that working on a network drive isn't recommended or supported.
If you're seeing that in regards to files created in Storyline 2, you won't be able to open them in Storyline 1 as it's not backwards compatible.
If it's happening in any/all files, you should conduct a repair of your software.

how about moving sl1 files to 360. The file seems to be upgraded, though it won't publish

Thanks for reaching out. It sounds like you are able to open the file in SL360, but you are unable to publish. Is that correct?
Curious if the issue happens in any course you are working on or just this particular one?
If you cannot re-create the issue in a new course, I would advise to import the file into a new one and proceed.
