Opening First Slide Layer automatically with Base Layer

I am creating questions which require the user to assess three or four images before providing an answer.

Using the Storyline 360 process the baselayer for a question shows the 'question' and 'multi choice' answers. I have inserted slide layers for each image.

The way I would like the question to occur is the baselayer showing the 'question', then the three slide layers followed by the baselayer showing the 'question' and the 'multi choice' answers which can be completed.

Is this possible? The difficult part that I can't seem to work out is how not to show the 'multi choice' answers on the baselayer from the start. My main solution was to insert a slide layer with a white rectangle which would block out the answers until the end. Unfortunately I can't seem to get the slide layer to automatically open at the same time as the base layer.

So is it possible to open a slide layer at the same time as a base layer.
