I understand the order matters for objects in the timeline. My problem is I can't seem to rearrange the order in a way that works. If one image is on top when the state change takes place it covers part of another image and Vice a versa any suggestions?

Instead of using states that change use layers.
Attached is the change. You can get fancy and play with transitions for each layer.
