Overlapping Hotspots?

I have an image with an oval correct hotspot. I want a single-click anywhere else in the picture to trigger an incorrect feedback. I was trying to use a second incorrect hotspot on the page, because I don't want the standard hotspot feedback to be active over the page navigation buttons which are also located on the page (I'm not using the player navigation.)

However when I do this the incorrect hotspot seems to layered over the correct hotspot. I tried to reorder these so that the correct one was on top, but that didn't seem to work. Should this be possible?
