Where are you hosting your course? It sounds like it may be something you'll want to ask your LMS admin about as that is where the course would be timed?
You could also look into what options are available with Javascript, but that's something I'll have to defer to the community about! Take a look at the Javascript best practices as a way to start.

If you control the timer then yes thought your question suggest running under a learning management system (LMS) so no.
