Pausing Layer Timeline

Hoping someone can help, here's the issue.
We are testing the ability to close caption some of our video training. We've been able to set the captions up to the player timeline, however want the video to run independantly from the layer timeline. Ideally we want a way to pause layer timeline when video media on the same layer is paused and resume playing the layer timeline when the media is resumed.
I know that if we have the media dependant on the layer timeline this would "solve" the issue, however it breaks the user experience as the slide is settup like you are viewing YouTube.
Any thoughts on how to make this happen?
Wishing Storyline had a trigger to pause timeline on layer....

There is some similiar discussion in this thread, with a few examples shared on how to set up play/pause of a video and animations (such as captions) at the same time and another scenario shared here for pausing the timeline based on when the video pauses.
