Picture Styles outline off center on an image.

When using the Picture Styles feature on an image displayed in a state, the outline of the style is at a different angle than the image itself.

Has anyone else experienced this? How do I get it to realign to the image? It appears regardless of the Picture Style I choose.

The outline that I have chosen for this image highlighted in yellow. Any help would be appreciated!

Not seen it, have you checked your dpi settings? Should be 96.
