Great question--the smallest interval that the guide will move left and right is 2 pixels, so that's why you're seeing a jump from 14px to 16px.
A workaround would be to insert a gray line on your slide master that would serve as a temporary guide. You could align it to the 14px guide, then right-click on the line and Select Size and Position. From there, select Position, and move the line 1 pixel horizontally to the right. Use that line to align slide objects, then hide or delete the line before publishing.
I can certainly see how the ability to move the guides 1 pixel to the right or left would be handy, so feel free to share your thoughts with our product development team here!
