While in theory, there is a way to use the Previous button on a slide layer - it is tricky because it's harder to find a "consistent/persistent" condition to anchor it on so you can accurately direct it to the layer you want shown. Just like in your project, you are using counters - and while this works, it may pose issues especially when you want to revisit slides.
This may not be the answer you want to hear but from experience, I find that if you are going to work with a lot of layers, it may be beneficial to create your own custom previous and next buttons. You will find that you will have more flexibility and better control of your project.
