Preview Handler Surrogate Host???

I am unable to delete or open a Storyline file and get this message:

I've rebooted my machine twice and it doesn't clear the message.

Please advise how to resolve this issue?

I cannot say that I have seen that particular error message before, but there are a few things we can try to resolve this. First, please confirm that you are working locally as recommended here, and also please see the troubleshooting and repair steps listed here to see if you find improvement.
