Previous and Next Buttons not adhering to resumed saved state

I have a slide where I have created a few layers to appear when certain characters (3) are clicked on. The previous and next buttons are "disabled" until the states of the 3 characters are "visited". Which has been working great unless they decide to revisit the slide. Then the P/N buttons never change to normal, despite the states being "visited" and the slide setting is "resume saved state", so the user must exit the course!

Unfortunately due to proprietary information being on the slides I am unable to upload them.

Is there a set of conditions I need to add? Am I missing an additional trigger? All of the layers and the base layer are set to "resume saved state".

without seeing the file and how the layers are closed or what other triggers you have try this:

for the change state of Next button to normal trigger - try having that on each layer with the same condition that each character state = visited or if they have to do the layers in a specific order just put it onto the last layer.

I have created a word doc of the layers and covered the text. I am not sure if that helps. I tried your suggestion, but I can't put that trigger on the layers because those objects aren't on the various layers, only the base layer. Or maybe I am not doing it right :) Which is entirely possible since I am a new user.

They are working when you go through the course once, but if you revisit this slide from the main menu I created, it will show the 3 characters are "visited" (they glow red), but doesn't seem to actually register that state. Also, even if you go through all of the layers again, the buttons never change and you are stuck on the base layer unless you exit the course. I have the properties set to "resumed saved state" - on all of the layers. 

I currently removed the disabling and resuming to normal triggers for the previous button so at least the user doesn't get stuck forever in this labyrinth of layers.
