Problem with base layer on new layers

Hi everyone!  I'm hoping someone can help me with this strange issue I'm having.  For some unknown reason, when I create a new layer, I do not have access to any elements on the base layer.  I checked the settings and I'm not hiding the base layer.  The base layer items on shown on the new layer's timeline and they "eye" is on.  This has never happened to me before.  I had a coworker check on her computer as well just to make sure I'm not crazy.  Has anyone ever experienced this before?  Is it just a glitch?  Thanks in advance to anyone who can help.

I have had strange behavior that stemmed from permissions issues. Not the problem you're having, but strange behavior. SL2 was crashing on me when I would try to name objects in the timeline section, for example. But when I did the following everything went back to normal. So try this as it may work for you:

Log-in as Admin

1) Navigate to the folder where SL2 is installed

2) Find the "Storyline.exe" file, right click on it and select "Properties".

3) Select the "Compatibility" tab and Enable Compatibility mode by checking the "Run this program in compatibility mode for" and then choose your version of windows.

If you're not using windows there is probably a way to do this still. It's just probably different then what I just showed you.
