I have a form in Google docs. I can create a brand new Storyline object with just the web object form in it and it will work fine. If I insert a new slide into an existing storyline object with multiple slides in it (it's a quiz), it just shows a blank page where the google docs web object should be.
How are you viewing the course that contains the web object? Are you viewing it locally, or after it's been uploaded to a web server or LMS? It sounds like you may be viewing it locally, which may be contributing to the inconsistency of the document and web object.
If you view published Storyline content on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.
To properly test your published content and share it with others, upload it to the environment for which it was published. Please review the following article for details:

Thanks... I was viewing locally. That was the problem. As soon as I uploaded it to the LMS it worked.
