Problem with importing Arabic translation file

Hello,
I'm trying to import a proper translation file from Hebrew to Arabic,
but the text is being inserted as blank text boxes :(

Importing English translations (also from Hebrew) worked perfectly.

Attached is a screenshot of the problem and the translation file.
[We are using StoryLine 1, update 8]

Hi, Yael -

Please refer to this information on Translating Articulate Storyline Content, and there are a few other things we can check to rule out some common issues. Please make sure you are working locally as described here, and you may want to try importing the file into a new file. If you are still having issues, you might want to try to repair Storyline.
