problem with pushbutton mouse

I built a tutorial, and it has pictures of pushbutton. When the clicked image opens a layer the mouse cursor becomes hand. When the image is clicked by some states (like visited) it is a pushbutton, but it shows a sign of a mouse rather than a hand.

why is it happening?

I noticed that the problem always comes back in states and not in layers.

It is important to note that the problem is in Publish  html5 and in prview it is works good.
