Problem with simple rollover - Help please

I'm still new to Storyline 2 so assume this is down to me but I'm trying to create a slide that has a simple 4 step process shown on it that when the learner moves their mouse over the individual elements (pictures) they get a layer come up (hiding most of the base layer) that goes into more detail on that step. I've done this using  a trigger as shown in attached but it doesn't seem to work. Any ideas?

I've also attached the story file.

Alternatively, easier/different ways to create the same effect would be appreciated.

Hi Chris,

The element that you want for a rollover must both be visible, and the top element in the layer stack to work. If it isn't the top element, it will be hidden from the mouse event. If you want a  rollout, it must also remain uncovered when the layer displays. You can get around this by creating a new rollover element in the layer that can activate closing the layer on rollout.
