I usually have no problem with adding a file in a storyline but this time, I don't know why, Storyline doesn't seem to find my file. Could you please have look on this issue as soon as possible? My client is waiting for this module.
The problem is at 1.15. The marker is suppose to open the file I add in the resources but it doesn't work.
I checked a few other courses we did and we have the same problem everywhere! I used the way described on Articulate : story_content/external_files/the name of the file.docx or .pdf
and the resources are activated but it doesn't work.
I hope you'll have a fast way to resolved this issue because I'll have to correct this problem in over 80 courses!
If so, try uploading the published output to a web server or an LMS first. I published your file to Web and hosted it on Tempshare. The Word document downloaded correctly for me there!

I generated a review link : the Word document worked.
When I added the document, I clicked on the icon to checked if it was ok (as when I add a website) and it said "URL or file not found".
When I published in SCORM 1.2 and then add it to my LMS, This text appeared :

I tested some more Storylines this morning that I add trouble with last friday, but now, they seem ok... Very strange because when I tested them last week, the same texte appeared. Then, I uploaded again the same course in my LMS to test it twice and the second time, it did not work!
I dig a bit further and I found that if I add the SCORM one way, it doesn't work but if I add it another way, it works! So, I think it is my LMS the problem and not Storyline! Sorry!

Thanks for sharing your published output files. I uploaded to SCORM Cloud here, and gave it a quick test. Everything uploaded normally and I was able to access the first few files you'd linked too. They opened in a new browser tab or downloaded the file.
Take a look and let me know if that works for you. If so, you can share that link with your LMS team to share how it's working outside the LMS.

I noted that you're using the method to add in your files using the Resource tab link, but you don't have the Resource tab enabled on any of your slides. You'll need to add that (even to a blank slide a learner will never see) so that all the files are pulled into the course upon publish.
Since the files aren't linked directly into the .story file, I wasn't able to test this out, but let me know if you're able to test with enabling that Resources tab on at least one slide.

Be sure the file paths to your projects and published output are well under the 260-character limit imposed by Microsoft Windows. (Publishing adds characters to the file path you selected. If it exceeds 260 characters, your published output will be incomplete.)
Avoid using special characters, accents, or symbols in your file paths and file names. Learn more about naming conventions in this Microsoft article.

If it's only certain files that you aren't seeing included, I'd look at adding those to your Resource tab again to make sure the links are set up correctly, that all the files you've linked to are local and adhere to the file and path naming guidelines.

I tested a few SCORM (around 10) and it is the same thing for each scorm. That's why I think there is a problem with Storyline and not my way to do it... I followed the steps written on your website to be sure everything is alright...
Also, in my Review link, everything works perfectly. So, my link for each document is probably OK. If not, I don't think the file would open in my review!

It looks like we have not been able to replicate the issue that you are experiencing here.
Did you take a look at reducing the names of the files? The folder in which you publish the files could be part of the culprit as well as this is handled differently than when you're publishing to Review.
I can test again with shorter document titles and shorter Storyline name too. But, as I will have around 100 courses that I will need to do the samething, is there a way to retitle the documents directly in Storyline instead of reloading it in Storyline and redo my link?
I would update within the software. For the items to be added correctly to the output files during publishing, you should include them when building the course.
