I can't tell, however, if you're triggering those states or not. If you are, it might be best to remove the state triggers. "Hover", "Down", etc., should work properly without the triggers.
If you're not using the triggers, are you able to post the .STORY file here? I'd be happy to take a look.
I've been looking at the file for some time now, and I can't seem to get those states to cooperate. I think it may be because of the additional object in the state, but I'm not sure. I did notice that the "Down" state does seem to clear the "Hover" and "Normal" states, but the "Hover" state seems to keep the initial state up and active.
Hopefully I'm just having Monday brain delay - but just in case, would you like to send it over to our support team so they can take a look at the file? Maybe they can take a look and tell us what's happening :)
