I added a simple mp4 video to Storyline and produced it. When I try to start the production, it behaves very strange. With IE11 and Firefox the video runs normally, with Chrome and MS Edge the video stops after a few seconds. Could you please analyze this?

I tried and I also had the bug, I find it strange and I don't know where the cause comes from. Sometimes Articulate Storyline is not easy with some video format.
However I exported again by removing the automatic compression of Storyline and don't have this bug anymore.
I am also experiencing this issue. We have videos that were exported from powerpoint and loaded to storyline 360 that are stopping unexpectedly. We have no compression setting options in powerpoint, and the compression automatic is greyed out in storyline with these videos (can't turn that off). in some cases, we need to compress anyway so that the max file size for our LMS is not exceeded.
