I marked 'Prompt to resume' and published to LMS(SCORM 1.2) in Storyline 360, but when the client tried to restart the course, it starts from the beginning and the message 'Would you like to resume?' doesn't appear. (I retested it in SCORM Cloud and it worked fine).
Great question, and one I'm not able to answer unfortunately. I'm not sure I've seen exact numbers, or even if it's possible to put an exact number on it, but what I do know is that it is sometimes possible to exceed the scorm suspend data limits with courses that contain hundreds of slides.
It's also interesting to note that you may be able to resolve issues just by publishing for a new SCORM standard (for example if you're publishing for SCORM 1.2) and your LMS supports the newer standards.

If there's a bunch of videos, maybe it is to do with Suspend Data and the When revisiting resume saved state option on each slide?

I agree with Michael's suggestion... if your course is HUGE there's a possibility that the resume data is too much.
Another possibility is that the problem is on the LMS side of things... What LMS is your client using?

What would count as "huge?" (Curious because we're having a similar issue...!)
