"Prompt to Resume" not working

My content is not resuming where the user leaves off when they exit the course. The storyline file for the course is set to "prompt to resume" when the user exits the course and comes back in. I'm using Storyline 3 and publishing to AICC. My LMS is Saba.

What I've tried so far:

• Updated Configuration.js so that REVIEW_MODE_IS_READ_ONLY was set to false.
• Pointed url to relay.asp (note: content is stored in AWS)
• Set slides (other than those in the knowledge check) to reset to initial state
• Tested file in SCORM Cloud (it worked)
• Submitted tickets with both Saba and Articulate (Saba says it's a content issue, Articulate says it's an LMS issue)

Any tips or tricks from anyone who has also run into this issue would be very helpful!
