Hi, Michael - Sorry to hear of the issues you are experiencing, but there are a few troubleshooting steps we can try first to rule out the causes of some common problems.
Please make sure you are working locally as described here, and you may want to try importing the file into a new file. If you are still having issues, you might want to try to repair Storyline. Also, could you please ensure that you are utilizing the most recent SL2 Update? Info on the latest update can be found here.

Yes am working locally. Yes have latest patch for SL2. Yes, tried importing.
Problem may be due to the latest fix in the new update for "improved html5" where the program decides to compress the file for a faster download, which I don't want.
I have the player set to transparent with not buttons and built a custom navigation.
Before the question banks were added, the space around the slides (where the player was transparent) was about 1/8" all the way around.
After I added the question banks, the player size (or the space it takes up, even h\though it is hidden) changed so now there is almost 1/2" at the top.
what happened with this is that it is making the html5 version, in addition to the compression, size slightly differently than the Flash version (the slide looks a few pixels larger). This will also cause blurring.
In addition, the compression on the images is now really high, one of the client's colors is red and it's so compressed the color is bleeding.
The course is a large file because there are a lot of questions in the banks.
Attached is a screenshot of the course -- html 5 version. You will see that it looks like it's underwater, it's so blurry.
Why the shift in the player size and change in compression with the addition of the Question Banks? Does SL decide to optimize after a certain point to override my quality settings?? Do questions\ banks affect the output causing the player (even though "hidden") size to change, and the html5 pixel size shift?
The client will not accept this, so this is a panic!
Objects aren't vectored in HTML5 output. As a result, they may not appear as crisp in HTML5 as they do in Flash if you set the player to scale to fill the browser. To avoid scaling and reduction in image quality, we recommend locking your course player at optimal size.
Tip: Because objects aren't vectored in HTML5 output, they may look blurry or pixelated in zoom regions.
And regarding the shift in player size you mentioned, we would need to see the file to take a closer look as I cannot tell from the image here. Yes, set at optimal size, and yes, read the "Objects Are Blurry or Pixelated in HTML5 Content" post before submitting this thread. I also know about the zoom regions -- this is not used.
I took a look at the images in the mobile folder and they look fine -- outside of the course.
Please publish this file and take a look at how it shifts in size a from html5 to Flash.
When you see the html 5, all the images are very blurry. I understand different types of compression, BTW. Then take a look at the images in the mobile folder and you'll see that they don't look the same in the course.

And in reference to the shift in size that you are seeing, my apologies, but I am not able to discern a difference in size. Please see the comparison below:
Thank you for you attention to this! To see the shift in size, take a look at the html5 & the flash version in two browser tabs or windows at the same time, then toggle back and forth.
I attached two screenshots to show the difference in size comparison. They are sipped so they can be opened outside of this thread so you can see the actual images.
Also I made the course the story size of the image area -- which is 972 x 630. It looks like the images are being scaled to fit into a smaller area in the output, with the space for the hidden player around it. (In the screenshots the actual image area is smaller).
