I have developed a basic storyline 360 program, I have been asked to publish it to run on an iPad...The program contains speech, CC, interactions and a quiz.
What is the best method: HTML5 or Video?
Does the iPad requires any other App in order to run storyline?

Great question! I'd recommend publishing for Web in the HTML5 format and then uploading the published output folder to a web server.
Publishing to video won't give learners the option to turn closed captioning on and off.
Lastly, you wouldn't need an app to run Storyline courses.
