Ok, shame on me for not asking earlier but we don't have an LMS and I went to publish for a test group and send it to them via email and got this ridiculous set of instructions and people can't open the story...what gives??
To view this content: 1. Save the attached zip file to your computer. 2. Extract (unzip) the file. 3. Double-click the story.html file.
If you view published Storyline content on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.

I would use tempshare or dropbox as Peter suggests, or send them the CD output (if you can get it past their virus checker)
