Publishing SCORM from Storyline with no Articulate access

Sorry that maybe my question isn't very clear.

The case is they have the Storyline file ready for localization. But due to confidentiality, the storyline itself can't be shared - so we need a scorm link here.

However, the user only has an exported .story file but no access to Articulate Storyline platform.
so in this case, how can we convert the .story file to a scorm file or a review link?

Yes, we already have the .story file. 

Any way to publish .story file to SCORM outside Articulate Platform?

Thanks for your patience.

So it is not feasible to publish the course without any storyline license? 

The case is our client has the .storyline but they don't have articulate access. so the methods in the link you shared may not be workable for them.

They can't share the editable storyline file due to compliance. So wondering if other way for them to publish the course outside the articulate platform so we at least can view the contents in it.

Or I think they can open it in their LMS Successfactors but don't know how to publish it from the LMS.
