When I try and publish a French Storyline file in Word, the message I receive back says that the file was successfully published, and the Storyline Output folder is created, but there isn't any content - there isn't a Word file in the folder. I get the attached message on my desktop. The English version of the file publishes no problem in Word.

Could you please instruct me as how to set Word to be the default Doc filetype and I'll give that a try.

You should be able to go into Word, Go to File, Options. Select Save and there you will see a dropdown for the default file format. Please see below:
