We have used many Articulate storyline 2 lesson modules in building a blackboard course. (Some are published as SCORM, some as to web, some as to CD and all have been uploaded to blackboard as zip folders)
They work fine, however, when we allow other schools to copy the course for their own students, none of the Articulate files will copy across.

I'm not familiar with Blackboard, so hopefully someone in the community will be able to chime in and assist you here.
