Question about Locking Down an Engage Activity in Storyline

We are converting courses from Presenter to Storyline. These are compliance courses and they are locked down including the Engage activities. The Engage activities are set to not allow the user to advance until all tabs are viewed then the next slide button appears. I've imported the Engage activity and this function does work but the user can click the next button and advance. When I turn off the player advance button the the "Next" button in Engage does not appear and the user can't advance. I've inserted it as a web obect as well and the activity can't be locked down either. So, my question is this...Is there a way to lock down the interaction so the user can't advance until all tabs are viewed? I'm assuming the answer is no. I have searched the forum but didn't see any posts specific to this issue.
