Question banks are a regular part of your Storyline file, so you can easily share the .story file with colleagues. If you only want to send along the question bank you could import those individual questions and the question draw slide into a new project to share.

Once your colleague has that file and imported it into their own project they'll follow the steps here to add new questions to a bank.
