My final exam has 10 slides, with a quiz on each one. I set up one slide with the layout I wanted and then duplicated it, then went to each slide and changed the questions and answers.
Because the answers on different slides are different lengths of text, I selected all of the answers on a particular slide and chose "Align" and "Distribute Vertically". The problem is that this adjusted the position of the answers only for the Normal state and not for the Hover state, so if I hover over the answers they jump back to their original position.
Is this functionality normal or did I do something wrong?
Sounds like you've only moved the normal state of that object.
Make sure you note down the size and position (x,y) of the normal state of that object and with the object selected click on States tab (next to timeline tab) click on edit states select the hover state and move to the correct position. To get it spot on as mentioned before using the x,y positions type those in.
Yes, it appears that's exactly what I did. I realize now that each answer element has its own individual set of states.
If I want to perform a simple operation like evenly distributing all of my answers vertically, is there a way to do this for all states simultaneously? It's going to be quite tedious to go to each of my 16 slides (quizzes plus final exam) and move each answer element, in each of its states, to the proper position.
Unfortunately now its happened the only way to rectify it is to go through each individual one and amend. I've not be made aware if you can do this as a bulk action.
What I normally do is any big amends from my previous sit down with the project I create a new version, so projectv0.1.story -> projectv0.2.story and if anything like the above happens then I can just go back to my last version.
I'm not sure how its happened, normally (as long as you've not in the "edited state mode") selecting an object and moving it will move all the states too. I am relatively new to Storyline but find myself correcting similar things.
This is very odd, but good in a way. Only the Hover states are in the wrong places, and when I Edit States, click on the Hover state, as soon as I click on the answer element to move it, it snaps into the proper place. Very strange, but I'll take it since it makes it a little quicker to fix these.

Cool. didn't think it was normal it did that maybe it was a tiny glitch or cache issue?
As long as you've got it fixed :-)
Thanks for your input on this Stephen.
Not a problem Mike, glad I can help.
