Hey guys, I was wondering if this could work using a layer instead of using the state of the retry button?

I'm trying to make it so there is a custom message if they fail to pass after 3 attempts. For some reason whenever I apply the same exact trigger to a "show a layer" it doesn't work, but works for a "change state trigger". Any ideas on what could be going wrong? I've been banging my head against my desk all weekend about this.
