Quiz question banks....can I group them

Hi all
I will try to explain my problem clearly.
I am developing some Business Studies and Economics resouces for High School. I wish to be able to include individual/groups of questions at various points. I wish to be able to select a flexible question bank. I will give an example.
I will create several question banks.....costs, revenues, profit and loss account, balance sheet, budgets,break even. I would like to be able to refer to all of them at once as "finance" but also each one individually. I wish to group break even, costs and revenues and draw random questions from anywhere in the three individul banks but refer to all 3 as "break even".
I need therefore to classify the same population of questions by different subgroups to randomise questions. I hope that makes sense.
Clearly I can simply make copies of smaller banks to amalgamate them into larger banks but this will result in my duplication.
If anyone is able to understand my predicament, have you tried to do this or have you any idea how I might do this? Is it possible.
Any help and advice appreciated.

Hi, Brian! Thanks for your questions and the explanation you have provided, but I think it you be a bit easier to understand what you have in mind if you were able to share a file. Please feel free to upload and hopefully those who may have accomplished something similar will be able to weigh in with ideas!
