Red "x" through layers panel...how to fix?

I'm seeing a weird issue in Storyline 3 and I haven't found any existing discussions about it. Attached are two images showing that I am successfully creating new layers, but I'm unable to see them in the layers panel at the bottom right of the screen; you'll see in the images that the layers pane is crossed out with a big red "x," as though disabled. I need to be able to see the layer in which I'm working. How do I fix this?
I have to imagine this has a simple solution, but I can't seem to find one...so I thought I'd throw this out there. I've looked through all my settings and can't find an option to enable this pane. Please help ASAP.

save the course, close and reopen storyline, this is typically a sign that storyline has run out of resources.
I'm experiencing the same issue. However, it's in the Scenes. A big red X appears and the scenes are gone. You mentioned that Storyline has run out of resources. Would you please explain to me on how to prevent Storyline from running out of resources?

Hi Robert,
Were you able to test out the ideas Katie previously shared? That red X is often a sign of corruption in the file which is notoriously tricky to track down but is often caused by not following the best practices outlined here.
