I've read through the discussions but they are a bit older, so wondering if there's a way to remove the restart icon button on the seekbar in Storyline360? When I use it, the timing doesn't sync with the slides - I have them set to Reset to Initial State...There's really no need for the restart because I'm letting the learners have control of the seekbar.

No, restart is currently part of the Seekbar. You can always put in a feature request to have the option to toggle it on and off.
If you aren't against using JavaScript, run the following code on your master slides when timeline starts:
$('button.btn-reset').hide();
If you have a slide where you want to show it again use the following:
$('button.btn-reset').show();
