Is there a way to remove the Seekbar from selected slides within a presentation? I want users to be able to pause or repeat most slides but on a few, with multiple audio triggers, pausing and restarting audio causes two audio clips to play at once.
In Story View, select the slides you wish to apply (or not apply) a seekbar, then look to the right in the panel labeled 'Slide Properties'- under 'Player Features', select 'Custom for the selected slides'. Then check or uncheck the 'Seekbar' box to apply or un-apply the seekbar for your selected slides.
Using layers, I wanted the base layer to not have the seekbar but only the layer. Since the player controls are set on the base layer, I can not hide it on a different layer.
Correct - the player elements are consistent throughout a slide and it's layers, so perhaps you'll want to look at using a different slide instead of a layer as then you'd be able to change the elements on your individual slides using the "custom for this slide" player properties.

Correct Ide, since the layers are on the slides the seekbar behavior is controlled for the entire slide. You could disable the seeking within the layer properties so that way it's just based on the slide elements and that the user can't scrub on the layer.

No change to this set up - the Storyline seekbar that is in the player, is a feature included on slides and their layers. You could disable it on a slide by slide basis - but not specific to a layer:

We wanted to let you know that we just released an update for Articulate 360, and it includes a fix for the issue where default player features that were disabled for question slides would appear during quiz review. The same fix will be included in Storyline 3's next update scheduled for later this quarter. We’ll send a follow up here once that is ready!
Simply launch the Articulate 360 desktop app on your computer and click the Update button for each application. Details here.

I can not get the seekbar to appear in a lightbox. I checked the nagivation control option in the trigger that calls the lightbox but no success.
Is this even possible to do with a lightbox?

you can create your own lightbox style on a layer so that the seekbar will display - see attached sample

I think I will go for this option since I want the scrubbing action of the seekbar.
The only trade-off is that the area for the player controls shows even when the controls are swithed off for certain pages.

I can't seem to adjust the slide properties for a question bank. I have tried the instructions in here: https://community.articulate.com/series/4/articles/adjusting-slide-properties but under Slide Properties it states 'no selection' so I can't adjust it.
I want to remover the seekbar from my quiz slides as they don't contain audio.

You can remove the seekbar from your quiz questions on a slide-by-slide basis. Here's a quick video demo of the steps to follow.
