Are you able to upload and test your published output in the SCORM Cloud? Also, you may want to check out these articles on troubleshooting LMS issues:
Thanks for replying. I have solved the issue but I'm not quite sure what did it.
The last two things I did was to enter the" Course Id" from Storyline and set "Force new attempt" to yes in Moodle. Now it works as it should so I don't dare to touch anything else. Moodle is free and a very competent LMS but it can sometimes be a pain to find out what to do and where to find it.

Of course - when having issues with Moodle, free support is available from the very active community forums on moodle.org - here's a direct link to the SCORM support forum: https://moodle.org/mod/forum/view.php?id=1951
You should really look at upgrading your Moodle site though, 2.0.3 is very old and contains a large number of SCORM bugs and also contains a number of serious security issues that could allow a malicious user to compromise your site.
Commercial level support for Moodle is available from a large network of Moodle Partners (including the company I work for.)

I'm currently encountering the same issue that you had, but I do have 'force new attempt' set to yes in Moodle already. I just added the course ID and this has not been successful either. I was wondering if you can recall whether you had 'force complete' set to yes?
I've tried a combination of yes/no on/off with these two settings but it doesn't seem to have made a difference, Moodle is still recording my most attempt.
Hello Emma - Just wanted to mention, in case Kennet is no longer subscribed, that you can reach out to the user directly via the 'Contact Me' option on his user profile if needed.
