Reposition my step-by-step base layer?

I'm trying to move the base layer of a software simulation, this is the screencast layer. But I can't select it!
When I import a recording as an entire video I can select it, scale it, and move it freely. But the base layers of step-by-steps are locked.
I looked at your tutorials and the one below says, "After inserting a screen recording into your story as step-by-step slides, you can add, edit, and delete slides as usual," seems to indicate that all the elements of a step by step can be altered just like a video.

In a step-by-step video you can only edit captions, timing, mouse path, but not the 'background' itself.
You can't move it but you can adjust where you want it if you resize your stage larger
