I have a base layer with images. Each image brings up a layer with audio. My base layer is visible when a layer comes up, so that the user can click on the next image (and trigger the next layer). I would like the audio (or timeline) on the layer to finish before they can click on another image on the base layer. Can I do that?

set the layer to prevent them click ing on the base layer and then set the layer to hide when the audio is finished.
Of course you cannot force them to listen and a lot of this just frustrates the user.
