Hello Christopher - Are you viewing your published content in a supported environment as explained in this documentation? I've seen an issue with the resources tab opening and looking like a small empty scroll box when viewing in a non-supported environment in the HTML5 output.

As an update, I took another look at the published product.
The Resource button is working, but the window doesn't open large enough to view the contents. It only opens a small field.
Is this adjustable?
