When we use a file resource and we update it after publication, will we have to re-publish all projects that use that file as a resource? (My guess: yes--because it makes a copy of that file and builds it into the published project? Is that how it works?)
If we were to use a Web (URL) resource, will we also need to republish all projects that use that resource, if it were to have content changes later? (My guess: no--because we're only adding a link to the resource. So, as long as we keep the link unchanged, then no republication should be necessary. Is this right? )
What you're saying is: So long as we keep the pathname unchanged for a file resource, we can update the file anytime without re-publishing projects that point to it as a resource.

When you attach a file as a resource, the file can be found and replaced in your published output without having to republish everytime.
