restricting hotspots to one item

I have created a drag and drop (not freeform) where by the user drags a green circle called 'True" over the appropriate drop areas. The state of the "true" circle changes depending on where the circle is dropped.

there is one problem, the hotspots can accept any amount of objects dropped on top of them, is there a way of restricting the number of objects that a hotspot can hold at any one time to just one?

The built-in Drag-and-Drop Freeform question type has an option to allow only one item in each drop target. In your case, you could trigger transparent objects that cover each drop target once a drag object has been dropped. The (potential) problem is that the learners couldn't change their minds and move a dropped object to another target. I don't know if that would be acceptable.
