Most of the info on this topic is from many years ago so I am hoping there may be an easier update. I have a course that is mandatory and doesn't allow the user to skip around. However, once they have completed the course I want them to be able to go back into the LMS at any time and use the chapters to find what they need quickly instead of having to view the entire eLearning again. Anyone know of a way to do this? Hoping there is a setting that I am not seeing.

Restricted navigation prevents the user from moving forward, but does allow them to view content they've already taken a look at. It seems like this may be the setting you're looking for.
