I've published a project that I've been working on for about a month now. All the slides within the project has the slide properties set as "Resume saved state" for the "When revisiting" section.
When I visit the published project this isn't working. Do these properties work while in the review state or does it have to published to an LMS to function?

Thanks for that description. It sounds like you have adjusted your slides, but did you adjust the player properties for the course to resume?
