I have been working on creating a course on Storyline. Part of this consists of having some short answer responses for questions that the learner can answer. I have tried changing the setting where it resumes where it left off but when I do that and add it on an LMS. The progress does not show up when I leave and then return to the page on the LMS. Any suggestions would be greatly appreciated.

You have to identify whether this is an LMS or Storyline issue, it is suggested that the best way to do that is testing with SCORM cloud. Here are some LMS troubleshooting steps you can try before contacting your LMS provider.
However, if the course also fails at SCORM cloud then it would be best to submit a case with Articulate support for further investigation.
