Reusing tabbed layers

I will be doing something like this many times in a lengthy course. For the most part the design will be the same each time we use this basic motif.

I've searched here and experimented for a good little while with ways to use slide masters to make something that I can re-use each time I need a tabbed slide, but it doesn't seem very feasible so far.

For now I will just create a "blank" with the buttons, triggers, and layers pre-built, but no other content, and then just copy-paste it each time I need a new tabbed slide. This should work ,but I'm wondering if there is a better way that I just haven't been able to figure out. Any ideas would be welcome.
